Three shutdowns in one fiscal year. Officers selling plasma, handing in badges they earned, forfeiting back pay rights they didn't know they had. The Frontline Fund exists to make sure the next one doesn't catch your members flat-footed.

The shutdown ended April 30. But the pattern is unchanged. Congress has failed to meet the October 1 funding deadline in three consecutive years. FY2027 appropriations are not passed. The next crisis begins whenever Congress fails again — and September 30 is the date that matters.

Five modules your chapter leaders can run themselves between shutdowns: Know Your Runway, Credit Union Enrollment, Proactive Creditor Calls, TSP Awareness, and Credit Protection. Each under 45 minutes. Designed for the union hall, not a financial literacy classroom.

Pre-Committed Credit Union Coalition
A coalition of credit unions that publicly pre-commits to activating 0% relief products on Day 1 of any future DHS shutdown — not two weeks in, not after members have already resigned. Congressional FCU is the model. We're building the network around it.

We're not the solution to the shutdown pattern. Congress is. But until they pass the Shutdown Fairness Act and start funding DHS on time, we can make sure every TSA worker in New York has a financial runway — before they sell plasma, before they hand in their badge.
